用 B1/B2 签证去美国的博主需要注意了…

因为现在世界杯有非常多的自媒体入境，包括 YouTube 和 Tiktok 平台的创作者，CBP 美国海关及边境保护局与 DHS 国土安全部在 2026 年世界杯接收西班牙媒体《国家报》（El País）的采访表示：

> "Coming to the United States with the sole purpose of creating content as an influencer, thereby generating earnings while in the country, is considered work and requires the appropriate visa."

「如果有人来美国，唯一目的就是以网红身份创作内容，并且在美国境内因此赚钱，这种行为会被视为『工作』，需要办理相应的工作签证。」

> "Individuals admitted under a visitor status for tourism who receive income from a U.S. source may be violating the terms of their admission."

「以旅游身份入境美国的人，如果从美国来源获得收入，可能构成违反其入境许可条件。」

CBP 对 EFE 补充说，如果创作者能证明其账号在美国境外建立、收入来源于境外产生的内容，是可以提出申诉的（may be able to challenge penalties）。

也就是说，人在美国境内、但收入触发点在境外的情况，官方留了一条口子，有一些自由裁量权。
